Absolutely Dreamweaver.
While Frontpage has a simpler learning curve, to really make it flexible you have to put the time in learning coding and changing things. I cut my teeth coding in notepad waaay back and found it unwieldly and frustrating to do exactly what I wanted to in frontpage.
Would much prefer to just start with dreamweaver, can make it do what I want easier.
If you are a novice, and don;t have or dont want to take the time to learn then go for frontgpage.

If you go by features dream weaver scores. But in case of simplicity frontpage has an edge.
More over best software for you would be one on which you are comfortable.
What ever you can do in frontpage you can do it on dreamweaver also.
If you don't know both then start learning dreamweaver.
If you don't have much time to learn then you can start with frontpage as it is handy in my opinion.

Dreamweaver 8 is loaded with all latest features which outdates the MX and MX2004. I suggest you to try out all three and see the difference yourself.

Without a doubt Dreamweaver 8 is the best.
It is expensive but worth every dime if you want to do web design, coding, etc...

Dreamweaver is better than FP, but you do need to know at least some basic html stuff.
