Programmable logic devices are devices which contain large numbers of logic elements (of various sorts) whose interconnections may be 'programmed' either with fuses or the equivalent of CMOS PROM cells. The interconnections determine what the overall logic function(s) of the device is(are).

PLD's cover a wide range of devices, from the simple "Gate Array" to complex "Processing arrays".
I suggest you look at manufacturer's websites, such as ATMEL, PHILIPS, NAT. SEMICONDUCTORS, MAXIMS etc.
There, you will find the devices' data sheets.
From there, you will learn how to program them.
(The field is too vast to expand it here).
Good luck!
