You can not remove the acrylic paint without damaging the plaster.Do not use nail polish remover, it will not work, acrylic paint is water based, and plaster will get soft and fall apart with too much water.
You could possibly try spray painting them if they are dry.

You can take your time and scrape the paint off with a dental tool...
nearly any liquid you use to remove the paint will soak into the plaster and weaken it.. but it will also leave residual liquid behind inside the plaster that may cause problems with the figure after you repaint it...
You can also sand off the old paint but this will require much more sandpaper than you would predict because acrylic paint clogs up sandpaper really fast...
If you don't have a dental tool handy.. try a sharp knife, finger nail file, butter knife, etc.. something with a sharp edge to grab the paint.. but be GENTLE!!...
One note about changing the hand prints.. if they were created and painted at the same time it is best to leave the paint on them and just try to touch it up.. you will be surprised how well a child can remember what color they painted their hand print in school to give to Mom!!!.. and.. all of the mistakes they made too!!.. if you are working with such memories.. don't mess with them!!

as acrylic is water based dont put nail polish and by using a primer u can repaint on it .dont remove the paint by anything or else the plaster will be destroyed.

What about just regular dish liquid soap and water ? Just lather on a small
handwash cloth, and gently rubb it , it should come off, if you keep at it, but
rubb it to hard, cause of the prints. But I paint with acrylics on canvas, wood,
whatever.....And I have managed to get alot of the paint off the canvas. But
since this old paint..I don't know. But I would just give that a try first.......it won't
harm anything at all.

you would have to cover it with a primer because you may mess up the plaster mold if you try to remove the paint.

Rubbing alcohol will remove acrylic paint, as will lacquer thinner.

Castrol Super Clean will disolve paint (available at Wal Mart and auto stores)

as long as you didn't use a top coat, try water and a sponge. the dried plaster should be ok if you don't let the water dry on it
