Swedes, Russians. Places where it's really cold. I know Russians drink vodka with meals instead of wine. In Italy, in the North near the Alps they drink lots of grappa.

Depends on what you mean by the "hardest" alcohol. Most countries that permit alcoholic drinks have one or two types that are rated at about 180 or 190 proof. Is that hard enough for you?

in France there's Calvados, an apple drink with 75% or more alcohol if it's homemade or 40% if you buy it at a store.
