Yes, it certainly is. You should just leave the food on the plate if you don't want it...but NEVER throw it back into the pot. That is rude.

Absolutely! If someone puts something on your dish that you don't like, throwing it back in the pot is not only rude, it's unsanitary and spoils that dish for other people who may enjoy it. If you don't want it, and someone puts it on your dish, just leave it. Don't make a fuss. Don't throw a tantrum, just leave it on your plate and don't eat it. They'll get the message.
The thing is, of course, that they should have asked you first before they put any on your plate, but sometimes, as when a plate is passed around the table at Christmas and people pile stuff on it, you don't always have a chance to say 'No, thank you.'
But please, don't throw it back in the pot!

Yes, it's improper for you to return the food to the serving pot.

If you don't want to eat the food, then simply leave it on the plate . A good host would understand.

That is very rude. It was impolite of them to put it on your plate without asking but the proper way to deal with it is to leave it at the side of your plate and explain that you just can't eat it and change the subject immediately before anyone asks for details.

Um, I don't want to be insensative or politically incorrect....but...where did you grow up? If you throw food back in the pot, why don't you just spit on it and put it on someone elses plate....do it up big!

I don't think etiquette is the issue. Who would know? Hygiene is the issue. I think, that unless you leave in a homeless camp or are desperate for food hygiene should be paramount for health sake.
