They almost went away then came back recently with a vengence. Doctor first diagnosed it as folliculitus. New doctor is thinking it's stress related.

It depends on the type of lesion. Another answer mentioned psoriasis and that is entirely possible. This is characterized by dry red patches with silver white scales. Also, some people do develop hives or a rash during times of stress. If the lesions are mostly red and are itchy and appear at stressful times but go away then that is a likely cause. However, if you have moles or other lesions that change color, get dry, become sore or itchy, crust or bleed, and almost heal but not quite, then you could have skin cancer.

You may have psoriasis; a noncontagious inflammatory skin disease characterized by recurring reddish patches covered with silvery scales.

sounds like psoriasis . . .
psoriasis flare-ups sometimes come from stress, bad diet, or lack of sleep.
