Because your camera and TV are overlapping each other. Kind of like being outside looking in and inside looking out at the same time. Or, like looking into a mirror while there's a mirror directly behind you, which gives you an infinite number of reflections.

short answer: the tv's frame rate is 29.97 fps. the camcorders frame rate is 30 fps, but since its interpolated so it only displays half the image at once, 60i. (if you show an image twice, and each time half of it, 30x2=60). since 29.97 is neither a factor of 30 or 60, lines dont match up in the video, therefore the tv looks "flashy." however some cameras now have a mode where they can match the frame rate to a tv or computer monitor, so the scanning looks normal, instead of flashing like crazy. hope this helps!

TV gives off colored light which our eyes transform into images. Your camera's lens is intended to pick up real physical objects, so if you move or stand at an angle, the light from the TV refracts or bounces off your camera's lens and the picture comes out weird

moire patterns. I don't know much about the exact details, but your tv is presenting an image that is scanned across the screen.
The camcorder is picking up its own snapshots and catches things your eye doesn't see because of pesistence of vision.

the frame rate of the tv and your camcorder differ from each other giving you the look that your tv screen is blinking or rolling.
