Easy. A lot of people in America are insane. Insanity is performing the same action over and over again and expecting a different result.
So, when folks who lack (1) character (2) capital and (3) capacity apply for an auto loan and are declined because they lack the three above-mentioned factors needed for credit, they will continue their journey honestly thinking that if they try enough times, they will find some financing company either stupid enough or desperate enough to finance them.
Problem is, they have completely ignored or glossed over the fact that in basic terms, they can NOT be trusted and/or have shown themselves to be financially irresponsibile regardless of their "circumstances". They need to fix the problem -- their character -- instead of trying to treat the symptom -- the consistent rejections for auto loans.
Then they finally get an auto loan with 26%- 30% interest and they want to *itch, whine, and moan about how the car note is killing them. At this point, they are concerned about their rights being violated. However, they had a right to stop shopping for a car when they learned that their credit was uglier than 'Wanda' on "In Living Color".
Seems to me, if you understood what 'no' mean from the first rejection, you could've avoided the whole catastrophe.

In an area of poor public transportation, personal transportation is a must for a job, school, etc.,
So to some people, getting a vehicle is akin to you trying to get to the hospital hitchhiking - are you going to stop because lots of cars drive by?

Because there are literally hundreds of lenders. It is not impossible to get auto financing. You just need to find the right lender.

Perhaps they need a car desperately and can't afford to pay cash. Granted, some of them will end up paying 29%, but there's usually a way.
