If you really like the dog, turn it over to the pound anyway since it hasn't been vaccinated for rabies. Let the Humane Society do it's job and express an interest in adopting or fostering the dog. That way the owner can't accuse you of stealing the dog and justice will be served.

To start, No you can not charge board. You can however call the Humane Society and report the owner for neglect. They will come and get the dog and charge the owner once he decides to show up. Unfortunately the penalties are not strict enough to deal with neglective owners. On the other end of the spectrum this person may be in a coma somewhere. You never know. I personally would either call the Humane Society or look for a no kill shelter to get the dog.

If owner is in a situation where he cannot return like maybe he's been hospitalized then maybe you should just be a good neighbor and care for the dog as best you can without looking for compensation.
I'd find out for sure what's going on.If owner has just split and is off doing his own thing without regard for the dogs welfare then I'd have to call animal control and turn him in.They'll take the dog into their care and fine the idiot for neglect.

If this person is your friend: keep the dog, it may suck, but you can't really charge a boarding fee. You have to have a business license to do that. Or a contract with this person.

If this dog is not a friends: Take him to the pound. You did not expect this huge responsibility. The pound can be cruel, so if this is how you think, place the dog up for adoption yourself.

It all depends on if you told them you would watch there pet or not.

He can be charged for leaving his dog without water and food.
Call the dog warden so they can charge him that is not good would you leave you kids for 3 days without and no one watching them. I would make him pay for my time and the food bill too.
