do you mean Safeco insurance? If yes - than the answer is "YES", it does, but it should be added to your policy for additional premium.

I believe rental car can be added to any policy, it cost me about 1 or 2 dollars a month more.

You can puchase rental insurance separately. So you'd need to call and ask.
