The presence of testosterone kills off cells of the receiving factors in the undifferentiated sex organs. The breasts are one of these undifferentiated organs.

Actually there is no perfect known biological reason. Actual mammary glands aren't that big (unless a woman is breastfeeding and the breast swells with milk)--large breasts are just extra fat and do not aide at all in breastfeeding. Some argue that women's breasts are a signal of robust health and ability to bear children to potential mates (evolutionary psychologists) but that is really just speculation based on inadequate studies. The same folks argue that (as gmakes 3 stated above) it prevents males from knowing when women are ovulating--basically an evolutionary tactic that makes males stay around to make sure the children are theirs, and gives women an opportunity to cuckold them (trick them into raising another male's offspring). All of these ideas are under debate. Just one of those mysteries I guess...

Hormones are responsible for the development of breasts, when men who are transgendered or cross dressers and want to take breasts they can take estrogen and progesterone and these female hormones will cause the man to develop breasts, a higher voice and less body hair.

Women have larger breast because of your hormones ignite the glands in our chest to grow. The only reason why women have bigger breast is because we need them for when we have babies. It's a natural thing.

Breast in primates enlarge when they are in heat. In humans women look "in heat" all the time.
