every state has different laws, my info is about Ca, however it might be helpfull for you, where ever you might be.
I have 3 crucial words for you, "statute of limitation"!!!
statute of limitation is the amount of time a state has to prosecute you for a crime. This does not apply to DUI's, murder, vehicular man slaughter, and such charges, however it does apply to most offenses.
In Ca it shows up on your record until you go into the DMV, but if it's 7 years after the account, they can't withhold your license any longer for it. You'd go in (or call) ask them what you need to reinstate your DL, tell them you heard about this and they would see if they can remove it from your record. They'd charge you a reissue fee and pending the offense you might have to file an SR22 (special insurance).
Don't drive unlawfully, call and ask them. Don't be afraid of the DMV.

Why is he suspended? You need to find out as the accident in 1991 will not affect his insurance (unless someone died due to the accident). Then once you have all of the info, let us know.

Pay his fine and get his license back. I dont imagine theres any kind of suspension that lasts for 15 years unless the fines arent paid.

Contact the State and see what requirements he has to meet in order to get this taken care of. It may possibly be a fine and to file and SR22 thru his insurance company.
