It should go:
"You are to be executed at dawn. The executioner tells you that you will have a chance to make a statement before your execution. This statement will determine your method of execution. If you make a true statement, you will be shot. If you make a false statement, you will be hanged. What statement can you make to ensure that they can't execute you?"
The answer should be:
"You say I will killed by being hung. They can not hang you, because then you would have been telling the truth. And they can not shoot you, because then your statement would have proven to be false."
Obviously you can switch out the being shot for being drowned.
