Highway Patrol officers are "Troopers" for the most part but "Troopers" are not always Highway Patrol officers. States usually have STATE POLICE or HIGHWAY PATROL. Some states have different duties and responsibilities. Some State Troopers (State Police) are full service law enforcement officers, meaning they investigate criminal offenses as well as do traffic enforcement. In some of those states, they have "road troopers" and detectives. The road troopers do traffic and criminal, such as domestic violence calls and minor crimes. The detectives handle murders and robberies, etc. They are both Troopers though. Highway Patrolmen generally do just that....patrol highways and enforce traffic offenses as well as investigage accidents.

It depends on what state you are in. In MOST states, there is no difference. There are a few states where the focus of one group is on highways and another group is on state laws regardless of the location within the state. It all depends on how the state wants to delegate the authority.

Just don’t fall into the “jurisdiction” myth once you find out how it is in your state. Regardless of his status as a “HyPo” or a Trooper, if you do something wrong, they can both legally get you.

Ok. If you want incorrect information, I won't tell you that they're the same thing.

In a very few states, there are two departments, one that handles just law enforcement on the state and interstate highways, and the other that handles just non-highway incidents.

But in most states they are the same. Some states call it one name, some the other, some have different names.

State troopers usually have authority over all territory within the state. Higway Patrol usually has authority over all road ways and a zone within a certain distance of the roadbed. This was explained to me by a cousin in North Carolina.

They are the same, just called different names in different states.
Although some states (very few) have state police as well as traffic police. Most people in Calif think they know what the letters stand for they are usually surprised when they actually ask a CHP officer and find out that it means (can't handle police work).
