It really depends on the area of Ireland you'd like to live in. If you want metro culture, then Dublin or Cork are you're best options. If you want an experience closer to the American idea of Irish culture, it's usually found in the west, where most of Ireland's rural settings still remain, such as Galway, a growing arts-music-fishing village.

As far as universities, there's UCD (Dublin Univ) which is the most main-stream and the largest, there also Trinity in Dublin which is like the Irish Ivy-League. There are also a large collection of "institutes of Technology" which are a different university system, but not at all like tech colleges in the states, they are full-accredited universities, and they're all over the country. Athlone IT in the midlands on the Shannon River has the widest programs I think.

For accommodation, the best it really to just come and look when you arrive. Info on the net for housing here isn't the most prolific, and you'd probably have better success coming here, staying in a hostel for a week, and looking around the town your in. The clerks in the hostels are usually really well informed about living and work opps.

Good luck.
