It might make the biscuits taste plain, but it will still work. You might want to add something extra for flavor in the recipe, like perhaps brush the dough with butter. Or you can use a different replacement for milk! Rice milk works great and has a great flavor! You can also use soy milk if you're okay with the flavor.

Supposedly, it tastes richer and keeps the biscuits from being too dry, especially the outside. I would think that water alone would make the biscuit a little too chewy to taste good, but I don't know for sure.

Unless it is a mix that specifically says only use water, I wouldn't use water to replace the milk because the taste will not be as great. There are mixes out there that say "add water". I know Bisquick has special mixes that say "just add water". I've used them before. :)
