1) Put an "OUT OF ORDER" sign on the door, and lock it.
2) Bleach the entire place from ceiling to floor, while wearing a anti-contamination suit
3) Paint the walls soft colors
4) Put down rugs
5) Hang artwork on the walls
6) put in a storage cabinet / entertainment center (like a amoire) a couple of bean bags and a futon wah lahh!

Well, if I had to live in the restroom, I would want to sleep on the tile, so I would put some kind of covering on the floor. The padding could be anything like, a blanket or a tons of pillow cases over each other or anything thats soft or more comfortable than the tile. Then I would paint the walls some kind of homey color like light tan or something. Then I would try and find a bed maybe a mattress or a futon or a lot of pillows. Then I would have a little pile of books that you could grab a book easily from so it makes a little bit more homey. Then I would set up some shelves where you could put an alarm clock or anything. OK - I'd have a hammock to sleep in - the floors are always disgusting
TV,stereo and microwave over the handbasins.
A pipe that ran over from one basin to over a loo, which would only ever be used as a shower.
Leave one cubicle for a loo but take the rest down for more space.
Locks on the doors
Decent floor covering and walls
Cushions on the other loos, lids down, for seating.
If there's a window replace the frosted glass with clear and curtains
Book shelves
should work

If it's a public restroom, but you might be like staying in there as a livelihood, make little touches like placing corner plants, flower base with fresh flowers, clean it well so it smells and looks clean all the time, bring a radio and put it on, place some reading materials in a corner basket, place a nice chair... Hang a good quote (frame it if needed).

I usually do that in my own toilet/bathroom.

(1) Buy plastic gloves and Clorox to clean the entire room.
(2) Buy a sleeping bag and thin air mattress so that the cold tiles won't seep into the sleeping bag.
(3) Buy 2 sturdy bags with wheels--one to store cleaning solution for nightly room disinfection; second larger bag for toiletries, clothes and shoes.
(4) You can tie the sleeping bag/mattress to one of the bags every morning departure.
I'd spend most of my energy and money on finding a solution to improve my life situation, and get the HELL OUT of living in a PUBLIC restroom! And discard that bag with the cleaning products and gloves!

cover the wall tiles with a nice purple wallpaper, put a cotton colorful carpet on the floor.
Put throw pillows around in diff colors.I'll put in books, some decors and paste glow in the dark thingies on the ceiling of the restroom.

first I would clean it repairing any damaged locks on doors and stalls. Then I would bring in a hammock to sleep in, a table and some shelves, a mini refrigerator, microwave, and hotplate with a few cups, and dishes , and a tv and some beanbag chairs and of course a dvd player and stereo.

First I would put good locks on all the doors. I would cover all the toilets except one with plush cushions. Add a TV, CD player, DVD player, futon, microwave and small table, couple of rugs and you're home.

install a lock on the door, place tables over the extra toilets and call those extra bedrooms, place tables over the sinks and call that the kitchen, hang pictures, and remove the mirros except for the one over my main sink.
