I have. I always pull from the bottom or back to get the ones that were stocked most recently and had more even refrigeration.
PS... You dont want anything that has a significant amount of blood pooled at the bottom, that means it has been out for a while

Walmart meat is no different from what you get at any other grocery.
So yes, if it's bright red, that mean's it's fresh. When it starts to turn brown or gray in the package, then it needs to be thrown out. That goes for what you buy at other grocery stores as well.

Redness just means the meat has been exposed to air. If you get a chunk of meat, like a roast, and cut into it, you will see the inside is a sort of purple-ish color. That's the natural color of meat. When it is exposed to air, it turns red. That's why hamburger is usually red when you buy it -- the multiple cutting that goes into making hamburger means that all those surfaces have been exposed to air.
As for the freshness -- check for the 'best buy' date. That's your most reliable guide. If there is any discoloration on the meat, don't get it, regardless of what the date is.

Don't get me wrong I love Wal-Mart, but I don't buy there meat anymore, unless their meat truck just came in. I used to work there as a cashier and if a customer decided that they no longer wanted something we put it aside to put back on the shelf. If someone gave me something cold, I would try and put it back as soon as I could, but if I couldn't I'd dispose of it. But other cashiers wouldn't and they would put meat back after it had been sitting out for quite some time. My fiance used to work at a grocery store and he told me they did the same thing. Since then we always try to go to a meat market where they package it in front of us.

Yes. It's when the meat turns brown, that you don't want to purchase it. In the corner store where I grew up, the greedy proprieter used to try to sell us meat which had not only turned brown but was even rather green around the ends (yummy).

Walmart is not allowed to have Grocery stores in my area, however I believe they add coloring to the meat to make it look attractive.

The brighter and more pink the better the meat. Don't buy it if its dark red and brownish.

If the meat has a brownish tint to it, then it is not good meat, it is spoiled or it is starting to spoil
