This guy that's flirted with me before. But now has just been friendly but not in a flirty way. We've know each other for about 6 months. We're more like acquaintances. But I think he has a little bit of a feel for who I am. Just like I have a feel for who he is. Recently another girl and me had to to to his department to get back some papers I had recently dropped off. There's a window that he comes to. I told him we needed to get one of these papers back. He looked at me and smiled but held his gaze with me. I smiled back and we held each others gaze. But i then looked down at the papers. After doing this with him like 2 times he just looked down where he was at the window. And just continued to look down even when we walked off. Why do you think he acted like this?

he likes you but mabey he dosnt think you like him. or mabey he thinks that there is some reason that he should not like you. not having anything to do with you. mabey he is worried about hurting you. mabey he had a bad past relationship that he dosnt want a repeat of.

Yes, the more nervous you are, the more confidence he has.This is an indication of sexual tension on both parts. If this is so, he won't stop there, just be aware.
