I killed a peach cobbler and wonder if it was the type of flour I used - it never seemed to be "finished" baking.

Self rising flour has baking soda and salt pre-mixed in. I do not know of one containing corn starch.
I know the recipe you used (flour, sugar, baking soda, cornstarch, salt and milk) for the cobbler crust. I would suggest you put a bit too much milk in, thus delaying the 'crusting' effect.

Use self-rising flour and add one tbs. of cornstarch per cup of flour.

The recipe didn't call for self-rising flour, did it? That one has leaveners in it already.
