Don't know about Puerto Rico but Guam relies on the U.S. It is a U.S. territory after all. Two large Air force bases and a Navy base on Guam as well as the Joint Typhoon Warning Center.

Puerto Rico is a commonwealth of the USA.

Guam is a territory of the USA.

The US military is responsible for their defense.

No. They are American Territories. All they have are police forces. The U.S. military provides them international protection.

Since the are US territories, we extend military protection to them, however, they do have their own police forces.

No both are territories of the US and as such they have the same military that we do. They also have the same federal laws.
