Don't know about Puerto Rico but Guam relies on the U.S. It is a U.S. territory after all. Two large Air force bases and a Navy base on Guam as well as the Joint Typhoon Warning Center.

No. They are American Territories. All they have are police forces. The U.S. military provides them international protection.

No both are territories of the US and as such they have the same military that we do. They also have the same federal laws.
