But I think you are referring to the physiological refractory period. That means that after orgasm, a man needs time to recover before he can perform again. The recovery time varies with the individual.
"Refractory Period: A temporary period of psychophysiologic erectile incompetence immediately following (natural) ejaculation during which a male cannot be sexually aroused. The duration of the refractory period may be minimal in teen years and longer in later years."

If a guy ejaculates during oral sex, he will need 10-20 minutes of downtime just like he would after ANY ejaculation, be it from intercourse, oral sex, or masturbation. A refratory period is common in all men.

Not true, most guys will need a recovery break, his erection will soften, but if he continues to make out and provide his lady with foreplay, his erection will return then he should make her by making her c*mm a few dozen times.
