You need a good art program so you can do some cutting and pasting. Recently I had a piece of art work I was setting up for an outside sign for a charity where I am going to paint it for them. I wanted it in blue so I scanned the drawing in which was in grey scale then I selected the color in the grey scale in the art program (which I have used several but prefer Photoshop currently part of the time as each have their advantages) then I just took a paint bucket and dumped the color over it. Was very simple and worked. There are other methods and having the instructions along with the book helps. To turn a photo to black and white you go to a program and have it shown only in grey scale or scan it in print it out in black and white etc. Once you have it in black and white you simply carefully cut out the section or item you want keeping them all the same relative original sizes and then drop it over the photo in the same place then flatten it merge it into one photo and save it as such. Be sure to save as you go along. Or just take a black and white print out and a color print out of scans. Cut in paste in the real world together then scan again together on your scanner and print it back out again. You would be amazed what you can do with a scanner on a computer as it is now a days. I use to spend so much in school going to the printers to do this and not get exactly what I wanted as they were not artitsts but they did pretty good for me. Most digital cameras come with a pretty decent art program read the instructions to it and you would be amazed what you can do with them. I work between a few digital camera art programs for different cameras and Photoshop as they all have their own special qualities designed into them that I use and am impressed by. But Photoshop has been the standard for artists for so long I have been educated and trained in it predominantly the others I picked up on my own.

Make a layer in your photo software (Adobe Photoshop is best) make the top layer b&w. Then erase away what youwant in it's orginal color!
It's easy with some practice and fun too!

I like what Pamphotographer said. You can also open two files of the same photo; one in b/w, one in color. Cut out the object that you want in color and paste it on the b/w photo. This simple technique has worked for me in all the different photo-editing softwares I've used. Sometimes you'll have a little trouble lining the colored image up on the b/w. In that case, simply zoom in to get it pixel with pixel...this is all assuming you know how to use cut-n-paste commands in your software. ^^

Adobe Photoshop or its sibling Adobe Photoshop elements is your best choice for creating black and white images and creating hand colored black and white photos. Here is an article describing exactly what it is that you are looking for.

picasa is a Google's photo software. It's what should've come with your camera.
It can Edit , organise and Share you picture and small video flips.

start with the software you have and search the net using the name of that software and the question you are asking.
if your doesn't do it, perhaps further searching on the net will find you a product that will.
baring that, there are a multitude of graphics service companies available to do the work for you at a reasonable cost.

if that does not work try going to here and uploading the image it can be done here http://www.cellsea.com/java-cellsea/media/index.htm the colors then gray scale. that will work.

all i do is make it black and white...print it...and using some paint...or marker..i suggest paint(water color)...apply little amount of paint in the spot where u want it and there u go
