He may not KNOW he's in love with you. Especially if you've been friends for a long time, he may not be willing to admit he's in love with you because he's used to not thinking about you "that way."
I can't remember when I let on to myself that I was in love with the woman I married, but I know now, in hindsight, that I was in love with her at least six months before we became a couple. We'd been friends for years, part of a group that hung out all through college; we each had other boyfriends/girlfriends most of the time, so I had trained myself not to think about her as a possible love interest.
I can distinctly remember the sick feeling in the pit of my stomach when she came by in need of support because she'd been lured back by her ex for the obligatory one-final-time, and then he was a real jerk afterwards. I tried to tell myself I felt bad for her... it was literally years before I realized that sick feeling meant I was in love with her myself.
We've made it up to each other over the past 30 years, many times over. :-)
But that may well be what's going on with your friend. So getting him to recognize it for himself may be the first step. After that, make him comfortable enough around you that he's not afraid to say it. It can be very daunting to say those three words around someone for the first time... no matter how long they've been true.

guys dont like to express there feelings just give him some time then he will tell you or you just come out and talk to him how you feel about him if you even have feelings for him and ask him what he thinks and if he feels the same way. or whatever your heart tells you cause you dont want to scare him away or lose him so be careful and good luck.

I suggest you STOP trying to quantify your relationship.
I suggest you stop insisting he do things YOUR WAY.
If you've come to the conclusion that "HE LOVES YOU"... then...
is it terribly important that he DECLARE IT?
Isn't it enough just to KNOW that he does?
And BTW... when HE'S ready... he'll tell you. He's probably worried that you'll set up yet another set of HOOPS for him to jump through. You seem like the type.
I realize... the Beatles are WAY before your time... but take their advice... LET IT BE!

You really can't make someone tell you that they love you. Just keep spending time together and if he really loves you, he'll say it eventually. Would you really want him to say it if he doesn't mean it?

maybe he's painfully shy because he does care for you and doesn't know how you feel. Just tell him how you feel and see what happens

Talk to him about how YOU feel about him. It should be somewhat natural of a transition.
