You can't download it for free. Microsoft does offer a PowerPoint Viewer for free but as the name suggests all you can do is view powerpoint files not edit.
If you want a legally free solution I suggest OpenOffice. It is very visually similar to Microsoft Office and can create and edit powerpoint files.

No you can't download it for free what you can get at Microsoft is add on templates but you have to have PowerPoint installed in the first place

You can find any software on the net for free. You just gotta know where to look for it. Normally you can download it all off Limewire.
