i walked in on a co-worker riding a patient in a wheelchair....

Actually, they can-but by artificial means, stimulation has nothing to do with it anymore. One of my co-workers is paralyzed from the chest down, and he said that viagra will work to a point (no pun intended) but it will only get about halfway hard. Apparently there's a shot (ouch!) that he can inject into his...well...and it will stay hard for a couple of hours. Not that he gets any pleasure out of it, but he just got engaged so I guess that works for something.

That depends on why he's in a wheelchair. if he a paraplegic and is had spinal cord damage that affected his body from the waist down, then probably not.

Yes. They may not be able to "feel" it, but their body will still respond to stimulation. (though it depends on the extent of the injury that put them in the wheelchair.

Umm, it depends on why he is in a wheelchair.
If he's got two broken legs, then, Yeah, he can.
If he's got certain types of paralyisis, then maybe no.
You need to be more specific.
