They want more time to think about it. I noticed parents take a very long time to think about that kind of things...
I don't want to know how long it takes for important decisions!!!

Because what seems like a yes or no question to you may not be that way to a parent. If they don't know the person you'd be staying with or his/her parents, they might be concerned about what your friend is like. That, and what are you going to be doing while you're there.

Or the parent might have something else going on that you don't know about, especially if you're going to need a ride to get there and back. And as someone else pointed out, maybe they just need to talk to the other parent and make sure that the two of them are on the same page.

Plus which, we just like to annoy you. ;-)

perhaps they are thinking "no" but won't tell you right away because you might instantly react with irrational behavior, maybe violently like a brat. they'll hope that this time gap/delay will soften your reaction.

To prepare you for the answer to be NO. "Let me think about it" usually means the answer will eventually be no.

They do that so they can confer with the other parent and make sure they didn't say no.

I have to think about it for awhile before I can answer that one.

They say that so you won't freak out as bad or back-talk when they tell you "NO."
