Any city, town or nation that worships the beast in Revelation will be worth nothing for they will totally destroyed. The beast is the world political systems and governments. The number (or value) of the beast is six hundred and sixty six.
God has already judged the beast and what it represents and it too will be done away with.

You have to say who is doing the assessing. If it is God--He values/loves everybody the same and is saddend when this happens..but he gave us free will and it will happen. If you are referring to New Orleans--you gotta look harder, because there are cities in the world that are way more evil and in need of smiting (in my humble opinion) Check into the past and present Bankok.
If you are talking about people--I have NO idea how you would get a net value of a city like that, except to say, go ahead and look at the cities you believe to be doing this and decide for yourself if they are valuable to humans.
Of course Satan loves it...so I don't know what his assessed value is in a city like that, but I know it can't be as great as Gods love for the people of that city...
Anyway, I am not sure your question was as simple as you may have originally thought.
