Biking, depending on what kind works your entire lower body, and core. With biking you have to be flexable, and you should work out every part of your core. Your legs build up well over time.

It helps you legs, and if you go biking frequently your legs will develop muscle. sooner or later you can be a fast runner, unless you have a rather large upper body, and that makes you slow down

Biking is more of a cardiovascular exercise. It can improve your aerobic capacity. It does also work your thighs and glutes but it won't make them much more muscular unless you add resistance training to your program.
