Because they see a cute dog (like Eddie on Fraiser) on TV and, doing no research, rush to the mall and buy one. When it is sickly (because it is from a puppy mill) they are frustrated they have to spend so much money at the vet. Then, when it destroys their two bedroom apartment (because it has no place to release all that terrier energy & they won't use a crate because they think it's cruel) they get angry. So, they take the pooch (even though it is none of his fault) for a ride in the country, and dump it, telling themselves some farmer will surely take it (most likley shoot yet another stray). Then they see that cute Chihuahua in Paris Hilton's bag on TV, so they rush out to the mall...does this just about cover it?
p.s. I had nieghbors once that followed this scenario nearly to the letter. People like this never once read about a breed, contact a breeder in the breed's club, take a dog to obedience class, or contact a rescue group to rehome the poor creature. They are happy in their ignorance, and no one "is gonna tell THEM what they can & can't have" for a pet. Education is the key, but you can't educate the unwilling.
Yes, Germany has strict rules about raising dogs too: dogs must be approved for breeding, and breed wardens come & evaluate each litter & euthanize the pups considered undesirable - a little too extreme for this country. But these high standards are also why most of the police dogs in this country are imported from Germany, or bred from German import parents. While I worked at the vets, we had a breeder of German import German Shepherds that sold his dogs to police, fire, search & rescue groups, and as schutzhund dogs. He told me once, back in the 1980's, he had tried to breed some American based dogs into his lines, thinking they had gotten better - and promptly got problems with hip dysplasia & bad temperments. So he quit breeding all those particular dogs & got that out of his lines. That says a lot - and is very sad.

I am glad that if that is working out in Germany, but this is not Germany. In this country we have strong animal rights groups and I am sure they would take over the testing of something like that, probably even PAY to do it! They don't think ANYONE should own a pet. Eventually, nobody would pass, and then NO MORE PETS!!!
If you are concerned about dog attacks, then work towards ENFORCED leash laws. If dogs are not allowed to roam the streets they would not be loose to attack, nor would they be making their own breeding decisions out on the streets which would mean fewer unwanted litters.
But, thats right, the ARlites on here are not interested in the truth or in REAL workable solutions. You people are HELPING them bring about the end of pet ownership, and I LOVE my dogs!
What a fricken NIGHTMARE!!! I am SO SICK of it!!! Doesn't anyone here GET IT???

you must be new!this has been a problem since the beginning of time.its the same reason kids get done bad.selfishness.its hard to put ones self last.these people don't think of how anything feels but them.or what they want or need.personally i have terrible ideas for people that do animals or kids wrong,if its just neglect or down right abuse.that's why i have so many dogs.i take in alot of sob stories.like the little dog who's girl died of cancer and the father let her get bred by a big dog.(she weighs about 8#)and took her to the dog pound she then went to another family with small kids and they mistreated her.then she ended up here.and i was going to try and find her a home but she was so sad and confused.she is here to stay.

Because many people are stupid and impulse shoppers. Or they want the latest trend, or they want to look cool. All poor reasons for pet ownership. And what makes it worse is most backyard breedres and pet stores don't even care who the dog goes to. They just want the $$. Rescues make sure the animal is the right fit to the people with all the rules they have for adopting.

Even if there was a license requirement to own a dog or have a child, the people would learn enough to pass it. . .and then promptly do whatever they wanted afterwards.
A lot of folks seem to believe that the word "freedom" carries no responsibilities along with it. And unfortunately, you can't legislate responsibility -- only the consequences of its absence.
Like Will Rogers said, "Your freedom to swing your fist ends at the point at which my nose begins."

Because the owners are lazy and ignorant. I completely agree with you. Pet owners should totally have to apply to own a pet - and also be able to afford taking care ot it. I used to voluteer at a vet hospital and would get so frustrated when pet owners would just rather put their dog/cat to sleep then give them the medical attention they needed. Horrible!

Pet owners having to be tested is a bit extreme, though. Some people do stupid things. Twice. When they buy the pup, and when they abuse/dump the pup.

I agree. Many people get pets thinking they are cute and easy to care for. Then they simply stop caring for them...for whatever reason. I think we really need to do something to stop all the animal neglect and cruelty, and the government needs to start doing something to educate people.
