You can sew snaps or velcro on each flap of the front and in the same place on the back, and on elastic that is just long enough to go between your legs from front to back on both sides and snap or velcro on the elastic after you get the shirt on. It is a little difficult because you bend over and it pulls the shirt up, but you can straighten it out when you stand up. Another thing that kinda works, tuck the shirt into your undies -- but that won't work if your undies are loose

I know that at the Marine PX (I found them at every base I was at), they sold shirt stays. Almost identical to a woman's garters, it was an elastic band with a tab on either end. One end attached to the hem of the shirt, the other to your sock, put one in front and one in back on each side, and experiment until you get the fit right. Also, (I'm sure that other places have it, but I first saw it in Brigade Quartermasters catalog), they sell a type of 'belt' that is intended to keep the uniform shirt and trousers in place. Once you get your shirt bloused how you want it (may require the help of some extra hands to hold it in place), then put the belt on, soft pads to the shirt, then pull your trousers up to their normal fit. Since the trousers are not meant to fit tight, this belt also helps keep them in place, preventing the constant hitching to keep them in place. The belt is about tw and a half inches wide, and is intended to be hidden below the actual waistband of your uniform trousers.

Get a tube of puffy craft paint in a color to match your pants waistband. Run a zig-zag line on the inside of the waistband and let it dry completely (this could take up to a day). The puffy paint will grip onto the fabric of your shirt and help keep it tucked.

I'd consider saftey pinning your shirt to your pants once it's tucked in. Of coarse in an non-obvious way, like from inside out. Sorry I couldn't be of more help!
