If you have a lot of cars parked on the street the danger is very great because drivers can't see the cat until it is too late.
A harness and leash attached to a vigilant human is the only way for a cat to safely cross a street.
If you are going to do this (let the cat outside) don't ever let them out the front door, train them to go out the back. It isn't fool proof and it may keep the cat away from the street traffic.

There is nothing you can do, but keep them in the house. Even if you lived in a fenced in area they are still going to get out. Cats loved to roam and there is absolutely nothing you can do to stop them.

Contrary to what some people believe, there is nothing wrong with keeping cats in the house. If they are outside, they are more likely to get sick, killed, or injured. Outside cats need ALL recommended vaccinations, kept current, need ALL their claws, and need to be spayed or neutered. That will also help with wandering. You also need to have breakaway collars on them with ID and bells. Ways to keep them in your yard are fences (get one designed for cats), cat outdoor tunnels (made of mesh, let them have fresh air safely), or only allowing them outside on a leash (you need to be out there with them).

I've never figured it out myself. The best way to be sure your cat lives a long and healthy life is to keep it indoors.
ON AVERAGE, indoor cats live four times as long as indoor/outdoor cats. This is an SPCA stat. I did not make it up

Its impossible to control a cats wanderings outside unless you have them contained in a fenced area or on a harness.
