My friend received traffic fines 2 years ago for failing to have insurance and has never paid them...they have even gone to a collection agency and he has never paid them. Can he get arrested?

yes you can, I work in a law office and I see this all the time. you can go to the website of your sheriffs office and look to see if there is a warrant for your arrest. IN most cases you will get arrested because of not paying the fines. It is always best to pay the fines instead of having to bond yourself out of jail hire an attorney and eventually pay more fines and court costs. PAY THOSE TICKETS!

Yes, I think they eventually issue a warrant for your arrest and if you're stopped by the police you get arrested.

If their wasn't something like this in place then nobody would pay their traffic fines.

Only if he's caught in Iowa and Nebraska. Or, if he gets stopped in another State for anything at all, they will 'run' his license and could possibly hold him for extradition. Let him go and get a new license in another state, without turning in the one he has already. He'd have to take the whole test, but that's better than going to court on these charges.

Yes. And as I always say, the police can do ANYTHING, I repeat, ANYTHING they want to do. This is the reality.
