A lot depends on what type of photography you want to have done. If you want a portrait or wedding photographer do start with the yellow pages. I would ask for examples and a few previous clients and see if they thought the photographer was professional in their work and produced the quality they required.
I would also like to see a web site. I think most pros recognize the value of being online. Take a look at their work...not just the "look" of the site. Yes, the site has music and roll over buttons and a self-starting slide show......BUT the photos have no life, they are unimaginative and overly posed. You are paying for the creative eye of the photographer. His work represents his talent and vision.
If you're looking for a wedding photographer...ask around for a few friends or relatives to give suggestions. If a photographer is difficult, late, or a pain in the butt , the word gets around quickly.
You might also take a look at local coffee shops or galleries. Some businesses allow artists to hang their work. If you see something you like ask the manager how to contact the photographer.

photographers generally specialize. Are you looking for a portrait photographer? Try the yellow pages or yahoo local.
For free portraits put up a craigslist ad saying TFP (trade for photos) model available. You will get lots of replies. If the replying photographer doesn't have a great website then they aren't too serious about their craft.
