The Sinners Prayer isn't in the Bible. It was written by someone based on their understanding of what someone needs to do / believe in order to be saved. That doesn't mean it isn't biblical, it just means that it's one person's interpretation of what scripture says about repentence and turning to God.
I don't believe you have to say this prayer specifically to be a Christian. That would be silly. I agree that Acts 2:38 is pretty specific about what we need to do to be saved. I think The Sinners Prayer was written to help with the repentence piece. Again, just one person's idea of what should be prayed. If you find it helpful, great. If not. . . no big deal. What's in the Bible is more important.

The Sinner's prayer is in Luke 18:13:
But the tax collector stood off at a distance and would not even raise his eyes to heaven but beat his breast and prayed, 'O God, be merciful to me a sinner.'

No, it's not in there. Neither is the word Trinity, Rapture or the word Bible. Nowhere does it state that the Bible is 100% God's Word, so I guess that isn't Biblical either.
As for being "saved" Why go to Acts? Shouldn't you listen to Jesus himself? Since he's the one saving?

Just saying the"sinners prayer" will not save anyone...
there are several versions of the so-called sinners prayer. It is not "word for word" from the Bible.
Acts 2:38 is not compleat either.
Baptizim saves no one... it is the public expression and demonstration of inward faith. You demonstrate your act of repentance by baptism it is not the act of repentance.
