the whole perpose of hair is to distract people from looking at your face i'm short too and i find that long curly hair looks the best if you cut your hair short it will only make you seem shorter

Actually, really long hair is what makes a short person look shorter. It should be no longer than shoulder length. After you choose the appropriate length, you need to find the proper style for the person's face shape.

If you mean technically, you can pull up a chair to sit while you cut their hair to bring you closer to their head.
If you mean style wise, it's more about their face shape and what will look good on that person. I'm short. 5' 2". I've had short and long hair. Short hair tends to look better on me but I think that's because of my long, round face and the type of hair. Long hair always looks unkempt/unstyled on me. I love pulling it back but that gets boring.

I think a person's hairstyle must be according to his/her face shape not to his/her height.
Being a hairdresser you have to have good judgement on how to make people feel comfortable, proud and happy of their new haircut. Always tell the person whom you're cutting the hair of you gonna cut his/her hair before cutting it. Hear what they say. If they agree, then cut according to your judgement. If not, just follow according to what they prefer. Bcos hair, once cut off, cannot be join together. Even with a super glue! So, always voice your views and ideas to your customer.
