Don't dress up your dog!! unless he doesn't mind, most pets just really dislike wearing anything more than a collar. Next year, on his birthday you could do something fun with your dog that's fun for him too like take him to a dog park or to a beach/lake or somewhere. Get him out of the house at least and give him lots of attention and love and dog treats. You could even go out and buy him a new bed or toy, depending on whether he needs it or not.

Yes by all means dress him up in a hat a little zoot suit
patton leather shoes a cape and a cane ... take him to the mall and spoil him with yummy treats all day long.

Yes, and take pictures! It will make him mad, but you will crack up! Give him some doggy ice cream (at most grocery stores in the ice cream section) or take him for a fun hike. Give him a special massage (they LOVE it) and also make sure to give plenty of tummy rubs and scratches behind his little ears! Happy 2nd b-day!

Take your dog to the dog park where he can run around leash free. You could shower him with lots of attention, play with him, take him for a walk, get him some dog treats. I know some ice cream places sell dog treats. Give him lots of love, spoil him.

If you want to do something for your own amusement, definitely do the hat and take pictures.
