He likes you. A guy doesn't stare at a girl so much if he didn't have feelings for her or find her attractive. Guys don't have lots of facial muscles, so when he is staring at you he is not concentrating on his facial features rather than a female who would show more expressions. Also, when a guy stares you up and down, in other words checking you out is kind of his way of saying "I'm considering you a sexual partner" (don't ask). He may of gotten caught staring at you, so therefore he looked away quickly because he was embarrassed. But if it is a recurring thing, then he may like you.

It is Latin. "Sit" means "maybe" or "let be". "Vis" means "strength" and "nobiscum" means "with us". I have read that someone translated "nobiscum" with "with you" but it's quite wrong of course, in that case in fact, it would have been "vobiscum" (2^pl) or "tecum" (2^sing.).
And so "sit vis nobiscum" may be translated "may be strength with us" or "let strength be with us".
