I saw the name cinnamon girl, thought of neil young, and the question, and somehow though you were seeking to train your personal energy to do something.
Place newspaper in the place you always want it to be, and when it is time to go, carry her over to the newspapers. Reward her when she goes there, and chastise her when she goes elsewhere in the house.
Dogs don't like litter boxes. It seems a little odd to stand on shifting clay or sand or whatever those granules in your litter are.

Try putting the training pad in the litter box and get her started that way. Once shes going on the pad in the box, add just a touch of litter and go from there. Also...to get her to go outside..put a sweater on her and little booties. When snow has fallen make sure you shovel a path for them. We had a chihuahua that would come in screaming cause his poor little tootsie's were so cold.

A couple of suggestions, my neighbor has a chihuahua and she put a sweater on it and the dog tolerated that. Or, try putting the pad in the litter box to get the dog used to the box, then a little at a time, make the pad smaller and smaller. Eventually it should get used to the feel of the litter.

start bu putting the traing pad alone in the litter box when she gets used to that ad a little of the litter on 1 half and gradually build it up til the training pad is covered then take the training pad away and just put litter in and she should get used to it slow but sure fire way to do it

Try putting the training pad in the container you wish her to use indoors and than add some litter on top. or add a mix of dirt and litter since she/he is already used to the great outdoors, and up the litter content when the dog gets use to it each time. Don't forget to praise her each time she does it right.

Best thing you can do is get her a decent coat for the winter (I assume she is smoothcoated?). Don't use puppy pads as the dogs sometimes just feel that putting their front paws on is doing it right... therefore pee on the floor.
Litter trays are for cats and rabbits because they are naturally inclined to bury their excrement. I wouldn't advise using a litter tray for a dog regardless of their size as they tend not to bury it which means it is very liable to get everywhere.
When you take her outside stay with her. Close the door behind you. And praise her when she gets it right. When she goes give her a command eg. "be clean" or "do your business" and she will eventually learn to go when you tell her. Don't let her pee inside at all or you will just confuse her.

yea my chihuahua is like that too! when it's raining or snowing or it's too cold he wont' go so i just don't even take him out , he'll just go to the puppy pad.
you could put a puppy pad in a litter box and slowly cover the pad with the doggy litter till you can just take the pad out

I have a toy chihuahua and the first thing in the morning when we took him out of his pet carrier we put him in the litter box and kept him in there until he did what he had to do then he was allowed to get out, in no time at all he knew where to go potty at.
