There's a passage in the Old Testament about an angel who delivers a message, but admits to being delayed due to a conflict/battle in a certain city. I can't remember where this was, but I'd be curious to find it again. Thanks.

You are describing the angel Gabriel in the book of Daniel. In the book of Daniel (Daniel 10:10), Gabriel appears to him and delivers a message from God. Gabriel goes on to say that he was delayed by the Devil but the Archangel Michael came helped him.
