All medical needles are sterilised, they leave the manufacturing plant conditioned for hospital use. The manufacturer does not know which needles will be used for lethal injections.
Perhaps you could suggest re-using old needles for lethal injections but that would be putting the executioner at risk if ever they scratched or pricked themselves when preparing the jab.

Legally they are supposed to be injected with lethal chemical only and not with any infective things. In post-mortem, if it is proved that infection had been caused, then the doctor can be sued. That is why needles are sterlized even for lethal injections. This is my surmise.

Where would they get non-sterile needles? Should they go around wiping them on the floor first to make them dirty, just for the sake of it?

I could come up with lots of other stupid reasons because the real and legal reason is plain boring which is because convicted criminals still have rights protected by law and the state until they actually die. Even the heirs can uphold these rights in some cases.

So the person giving the injection will not get an infection if he/she is accidentally stabbed.
