paprika - cumin has a chili powder taste where cayenne and paprika pretty much only deliver heat and color - paprika however is nowhere near as hot as cayenne

Cayenne Pepper which is the same flavour as Pepper flakes. Chilli adds a different taste, you might not want in your seafood pasta.

Try ground cumin - many chili recipes favor cumin since it's a bit milder than cayenne and has a bit of nutty complexity to it.

all according to what your making ...the cayenne is there for spice adding another spice perhaps but things like chili powder may contain cayenne if your allergic to cayenne try a green pepper blend ...perhaps green chili ...

The only reason for the cayenne is the spice. Something less spicy or even omitting the pepper is ok.
