This is common practice in a lot of public elementary schools.
Personally I don't have a problem with it - with the tight budgets that schools have these days, I would be happy that they prefer to spend money on school materials like texts as opposed to tables that are only used for one hour a day.
If it really bothers you, why not start a fundraiser to raise money for lunch tables. Perhaps a weekly bake sale campaign?

Well, I'm sure the kids aren't expected to put their food on the floor to eat it, so even if the floor is not spotless that's not really an issue. Is this a temporary thing while the cafeteria is being worked on, or is this just the way they do things? I would think that the school should provide tables to eat at, and there's probably a health standard that they have to follow. If there are just not enough tables or something like that maybe you could suggest some fund raisers for the school or something so that they could buy some more for the students. Either way, I think it's worth checking with your local school board, and health department about.

I sat on the floor every day to eat lunch in high school. In middle school we sat on the ground outside unless it was raining, then we sat inside on the floor. My elementary school had a cafeteria for us to eat lunch, but we had various classroom activities that involved sitting on the floor. The point is, it's standard practice for kids to sit on the floor during various parts of the school day. I really don't see where it's a big deal. Sitting on the floor is not going to hurt your kid at all, and there's no law anywhere requiring schools to provide chairs for their students to sit on during lunch, so just chill out.

I used to live in Korea. Even well-to-do people don't have much furniture. They sit on the floor to eat and they sleep on a mat on the floor. They do just fine. What's the problem?

wow.... Is the school really that poor? I don't think it's right. Maybe you could get a group of parents together and talk to people in authority. If they don't have the money for chairs & tables, see if they would agree to do a fundraiser of some sort.

It's wrong and it's a health hazard. Talk to other parents about this, talk to the principal, go before the school board. Make them buy some tables and chairs. It isn't right to eat off of a dirty floor.

If one child is being punished, then yes, it is wrong.
In this case, no, there is nothing wrong with it in my opinion. If there class is doing it together, the children will be fine.
I imagine the staff at the school are not purposely being cruel; they have a good reason.

I would definitely want to know why they are doing this. If it's temporary, i.e. a day or two, I would probably just ignore it, but if it's longer than that, I would complain - loudly. That's just not sanitary. There has got to be a better solution to whatever the problem is than that - even if they have to eat at their desks.

What no tables? I hope it's just a temporary thing. If it's young children they probably think it's fun. I don't really see the harm as long as they aren't actually eating their food OFF the floor.
