The U.S. unquestionably won the war in Iraq. Saddam was removed from power, his entire government overthrown, and they will not be back.

The U.S. is unquestionably losing the peace in Iraq. Radical shiite militias are taking control of the country (not the government, which is essentially powerless). The country is moving towards a civil war. Reconstruction is not only not happening, the Iraqi infrastructure is getting worse.

But do not confuse the war and the peace. We had goals and a plan for the war, so we won. We had no goals an no plan for the peace, so we are losing.
