I started learning at about 11-12, and did it regularly at about 13-14. As long as the kid is at least 5 feet tall, has enough strength to push it, and is smart enough to operate it safely, that's all that matters.

it depends on the lawn mower.
If it's a riding mower, wait until they are older, 14-16.
If it is a push mower, determine when they are TALL enough and STRONG enough to safely push the mower. We have a small electric mower that I think a 10 year old could easily push. My old power mower probably would have needed 12 + because it was heavy.
I was begging to mow the lawn at age 8, but my older brothers always got the job. I doubt I was tall enough or strong enough to control a mower.

If it is a power mower I would say 12 or 13 and only after complete instructions. They should wear sturdy hard shoes in case they ever do (god forbid) let the blade come in contact. Safety first. Make sure the mower has a brake shut off when power is lost to the blade.

When they are old enough to know they could get hurt if they use the lawn mower wrong. I say around 7 or 8.

It very much depends on the size and strength of the child. But I would not start before 10. My son is 14 but is very small and he started this year but still has problems starting the mower. Every child is different.
