Both! Whether guys care or not, depends on the guy. Some hate all that stuff. Some don't care much either way. Some require it of "trophy" girlfriends. The same is true of female friends.
The good news: some women are confident enough to dress the way they like to dress, not caring about the opinion of others. (Very freeing!)
Of course, there are times when you might have to go along with a certain dress code -- school uniforms? dressing your best for work? parental guidelines? (for example) But a creative, independent woman always finds a little room within those codes to be herself.
What do YOU care about? Be yourself. That's rule no. 1 if you want to attract friends and boyfriends who want to be with the real you.

This is where we make the biggest mistake EVER!
(For guys that care at all this can be a big deal)
We DO dress because we care more what the other girls think more than what our guys think. We completely miss the opportunity to wear something that will get us BIG points with our men because, we think that they don't care. The truth is, they might not care about the clothes that we wear to impress others, because we make them (our guys) an afterthought, and they aren't stupid. They know that we aren't dressing for them.
I ran into this with my bf. He told me that the things I wear are nice. "NICE?", I said, "Just nice?",
"Yeah nice. What do you want me to say?"
It really pissed me off that he didn't give me the response I expected. Then I realized that he gave me an honest answer. My friends would have been very positive to my look but to him it was nice.
If you don't add the little things that he likes to see in the mix when you dress up (or down) than you are missing an opportunity. Your friends will always be around to dress up for but if you really like your man, this is something extra that can really make a big difference.
(All of this is making the assumption that you guy doesn't want you to wear something totally ridiculous of course)

Depends on what your mother means by "fancy", and how much makeup a woman uses. I dress for me. I love being a woman. I love dresses, pretty shoes and I have a pair of sunglasses in every color to match whatever I'm wearing. But, my mother & aunt very early on made sure I was beautiful on the inside first. Insecure women dress for other women. Secure women dress for themselves and carry themselves in a way that appeal to men. If you find a woman that's secure and loves herself-you've got a gem because she will treat you like a king. She's doesn't need to focus on herself and she's more than willing to put her attention on those whom she loves. If you find a woman that's insecure and is IN LOVE with herself-RUN, don't walk,RUN for the hills. Decide what YOU like. Mom's not necessarily wrong, just not 100% accurate. Good Luck!

Most woman do dress for both sexes. They want mens attention, and the women to be envious, like: "yeah i know I look good"(A quiet Competition).
In truth if ur a confident woman u will dress for urself cause it makes U feel good, screw what men or woman think.

Its true there is a competition between the women in this world. They dress for the women only,. The stupid boys feel that the women are dressed to appreciate them.

No, no on special occasions I do think that woman dress for their man.
On other normal days, then they dress for woman aswel as men. Attracting men or keeping the focus of their man on them.
And showing women that they have sense of fashion and a man.
I am not a woman, so I don't really know, but I guess that how it works. Women are complicated! :p

he checks u out! meaning he looks what u are wearing how u look and things like that.

That's one hell of a question! Personally I dress for myself, ie, so that I am comfortable and self-confident. But I am sure many women dress for other women.

Women dress for other women.
It's a competitive territorial thing they do to establish territory, and dominance through sexuality.
They also use it as a tool to attempt to control men
