The boroughs are like counties. The 5 boroughs make up what is NYC. Generally, you write down your particular town in your address although you can write down the borough. Usually doesn't matter as long as you have the correct zip code. However, we often use the borough or county name for the following:
For Manhattan, we write: New York, NY
For Brooklyn, we write: Brooklyn, NY
For Bronx, we write: Bronx, NY

The Boroughs are not 'kie' Counties, they ARE COunties of NY State. The counties are New York (Manhattan, Bronx, Queens KIngs (Brooklyn) and Richmond (Staten Island. Brooklyn, for example, was another City whenthe Brooklyn Bidge was built.
You can put the Boro, Bx, Bfooklyn, S.I. Queens, or just New York. The zip helps too
Confusing, isnt it? and the City NY, is in NY (State)

No, the boroughs are like "counties". The mayor of the city of NY is the "Chief Executive" of all 5 boros, but each boro has a "BORO PRESIDENT".

We have a very similar concept in Minneapolis, except we just call them communities. They are just a way to divide the city. I think most major cities have something like that.
