I was there in April for Jazz Fest. My husband & I have been making that trip pretty much annually for years now. The tourist areas of the city (French Quarter, Warehouse District, Garden District) are all in pretty good shape. There are shops and restaurants that never reopened, but it's not as though every other storefront is boarded up or anything, and all of my favorite places were still open, so I had absolutely no complaints.
Frankly, from a vibe perspective, my husband and I both thought this was one of the best trips we've ever had. Is the city the same? No. But the food was just as good, the welcome we received was so warm, and talking to shopkeepers and locals was so inspiring and soul-satisfying that we wouldn't trade it for anything. And there was room on the sidewalks on Bourbon Street, which we considered a plus. It doesn't feel or look deserted, and it's not scary in the Quarter or the Warehouse District, even at night.
New Orleans has been good to you. You've been there before and loved it. Give back. Go down there and let them know you still love the city. You won't regret it for a moment. I promise.

The heart of the French Quarter is alive and well. Bourbon Street is kicking at night. But you can travel a few blocks away from there, and you are in the twilight Zone of devastation. There are areas still without power within walking distance of Margaritaville.
Its still a fun place to go, but the politics of the area has greatly slowed down progress. Biloxi Mississippi and that area is up and running wide open and will be years ahead of New Orleans in reconstruction since they are proactive and getting it done instead of sitting around and waiting with their hands out

My girlfriend went there to the American Library Association. The French Quarter is pretty close to what it was before Katrina.

As far as I know, the French Quarter was the first spot to be cleaned up after Katrina and restored to pre-Katrina status.

I love N.O. too. We were there in March and the quarter is up and running. Not all places of business are open but more are reopening each week. We plan on going back for Christmas. When we were there it was bustiling and busy but there were few street performers. Our favorite restaurants were open. Please go for they need your money.

still looks very quarterly, but in my perception, the romance of France was recreated American style.....
but when u travel the French countryside, some of which is not too far away from where i stay now, u really understand why the notion of the French romance comes from. some of these places, especially during the summer evenings, and the ambience, locations, the essence, is just incredible to say the least......
