Well if he gets scared away thats his fault.. Just one day when its the right time most likely when he's alone or something just admit that you like him say "Hi ____ (name), I just cant keep it in any longer and I just wanted to say that I really like you"

Every time you see him, look and smile at him. You don't have to say anything at first. Usually eye contact is the primary give away when someone is feeling you. I wish you would have provided more information. Do you know this guy, are friends with this guy, do you even talk to this guy at all, have you seen him somewhere, go to school with him. I mean come on, it's hard to fill out the blanks all the time. Anyway, try to joke around with him. If he laughs or jokes back, just say "I just might start liking you, you're kinda cool." Then smile at him and see how he responds.

Just tease him... and kid around with him alot... then if he shows similar interest be like... Ya know what.... I think I like you. See what he says... Then if you get the feeling that he likes you too, tell him later in the SAME DAY... that you meant it as more than just friends... See what he says. Good luck.
