International law does prevail over individual rights as the person above me stated... when you are in another country, you must comply with the laws of that country.

Additionally, in some countries, you do not have civil rights protections.

Most international law is defined by treaties between nations.

How those nations enforce the treaties, and what effect the treaties have on domestic laws, varies by country.

For example, in the US ratified treaties have the same force and effect as enacted federal law, and would prevail over federal statutes if the treaty came later. Just as a federal statute would prevail over the treaty if the statute came later. Of course, that could mean the US is in violation of the treaty. But that's a different issue.

I think you are referring to the right of the individual outside his country. Any person must obey the laws of the nation he is visiting.
